Policies

The objectives of the Club shall be:

a) to promote and advance the breeding of pure-bred Dandie Dinmont Terriers, and to do all possible to bring their natural qualities to perfection.

b) to urge members and breeders to accept the Breed Standard adopted by the Club and approved by the American Kennel Club as the only standard of excellence by which Dandie Dinmont Terriers shall be judged.

c) to do all in its power to protect and advance the interests of the breed by encouraging sportsmanlike competition at dog shows.

d) to urge all to follow the Code of Ethics adopted by the Club as a guide for breeding and ownership practices regarding the Dandie Dinmont Terrier.

e) to conduct sanctioned and licensed specialty shows under the rules of the American Kennel Club.

f) to encourage Dandie Dinmont Terrier enthusiasts to be active in Club events and activities and actively protect, promote, propagate, preserve and advocate for the Dandie Dinmont Terrier.
The following principles are necessary to attain these objectives:
Breeding:

a) Each member who contemplates breeding a litter or who provides the use of his stud dog shall direct his efforts toward producing Dandies of highest quality. No member shall engage in breeding without regard for quality.

b) No dog or bitch showing a serious defect in type, structure or temperament shall be used for breeding. Owners of stud dogs shall not accept any bitch for breeding whose reproduction is likely to be detrimental to the breed.

c) Each stud service shall be initiated with a written stud contract.

d) If a dog or bitch has produced any offspring with serious defects detrimental to the animal’s well-being, such as blindness, deafness, lameness or impairment of the vital functions and produces like results with a different mating partner, the owner shall refrain from further use of this animal for breeding.

e) Animals shall be used for breeding only when they have properly matured. They shall be used only as often as is consistent with their good health and with the use of sound medical practices. No bitch shall be bred more often than two out of three heat seasons and then only if she is in robust health, and shall never be bred at her first season.

f) Breeders shall register all Dandies and keep accurate records of matings and pedigrees in accordance with all American Kennel Club requirements. Breeders are encouraged to utilize permanent identification such as tattoos or microchip identification of their animals and provide DNA samples of sires and dams to the AKC.

g) Breeders are urged to register new litters and dogs individually with the AKC.

Placement:

a) No member of this Club shall engage in the wholesaling of litters of Dandie Dinmont Terriers or the selling of Dandies to such places as pet dealers, catalogue houses, research laboratories, commercial breeders or similar sources of distribution. No member of this Club shall sell, consign or lease puppies or adults to pet shops or any commercial establishment, broker, distributor or wholesaler. Members are strongly encouraged to word any contract so that the purchaser or lessee will be similarly restricted.

b) The price of puppies and adults shall be based on individual quality. All should be sold in a clean and healthy condition and shall be old enough to make the necessary adjustments to a new home safely. No adult or puppy should be sold without adequate protection against disease.

c) The sale of any Dandie Dinmont Terrier shall be completed with a sales contract of the seller’s choice protecting both the buyer and the seller as to the quality, care and expectations of both parties.

d) When a Dandie Dinmont has a serious deviation from the Official Breed Standard which makes it unsuitable for breeding, it is the obligation of the seller to so inform the buyer. It should be sold with the written understanding it will not be shown or bred and a written neuter/spay agreement.

e) When a Dandie Dinmont has uncertain breeding potential, in addition to a sales contract or signed statement to this effect, the breeder is encouraged to use the Limited Registration procedure as provided by the American Kennel Club for registration of such animals.

f) The breeder’s responsibility to any dog produced does not end with the sale or placement of such animal. New owners shall be educated to the responsibility of lifetime care and selected for their commitment to the animal. If unforeseen circumstances prevent the owner’s fulfilling this commitment, the breeder shall reassume responsibility for the dog.
General:

a) No member shall engage in false or misleading advertising or other misrepresentations of the Dandie Dinmont Terrier. He shall not malign his competitors or fellow breeders by making false or misleading statements about them, their Dandies or their breeding practices.

b) Owners are encouraged to utilize permanent identification such as microchips or tattoos of their animals.

c) Members are individually granted membership into the Dandie Dinmont Terrier Club of America, Inc. because of their commitment to the protection, preservation and promotion of the Dandie Dinmont Terrier. Each member of the Club has an obligation to protect the interests of the breed by conducting himself in a manner designed to reflect credit on himself, the Dandie Dinmont and on the Dandie Dinmont Terrier Club of America, Inc. Violations of the Code of Ethics will be examined by the Ethics Committee and Board of Governors. Failure to comply may result in suspension or termination of membership.

MEMBERSHIP

Rules for Membership Application

1. An applicant must be endorsed by two voting members in good standing who have known the applicant and observed his or her activity in dogs. Endorsing members must reside in different households.

2. A member will not endorse an applicant for a period of one year following the joining of the Club. This excludes sponsoring members in the same household.

3. Members may endorse no more than six (6) applicants (applicants includes both individual and family) in a calendar year.

4. A person in the member’s household requesting to join the Club must submit a letter of endorsement from the Club member they live with to the Membership Chairperson along with a signed Code of Ethics. The name will then be forwarded as described below in Application Procedure. If the Secretary receives no objection, he or she will notify the new member that he or she is accepted into the appropriate membership category as described in the Bylaws. The Secretary will also inform the Membership Chairperson, Sponsoring Member, Regional Chairperson, President and Treasurer. The Treasurer will change the dues category for the following year.


Application Procedure

1. The new membership application is available under "Become a Member" on our website. We have links posted on the membership application process to the Policies & Code of Ethics and our Constitution & Bylaws.

2. In the event that a new member must submit a manual application, either they or their endorser should contact the Membership Chairperson for the appropriate documents. Both the membership application form with the appropriate dues and the endorsement forms should be returned to the Membership Chairperson who will send a letter acknowledging receipt of a completed application to the endorsers and applicant and forward the application summary to the Secretary.

3. All applications for membership must be submitted by the prospective member with two endorsers that are active members with at least one year membership in the DDTCA.

4. If the applicant does not have an endorser, they should contact the Membership Chairperson for assistance in finding a potential endorser.

5. The online application will generate an email with the detail to the Membership Chairperson, Secretary, and Treasurer as well as a confirmation email to the applicant and endorsers.

Membership Committee Responsibilities

1. A summary of the application information is sent to the Board for approval by the Secretary as part of the standard monthly agenda. The applicant information is also published in the M&P. This applies to both the automated online process and the manual process.

2. If the Board elects not to approve the applicant or if the Board receives a documented challenge from a current member justifying why the applicant should not be accepted, the Secretary will notify the applicant and endorser of the objection. Funds submitted will be returned.

3. If the Secretary receives no objection from the Board or current members, the Secretary will notify the applicant of acceptance. Copies of the letter of acceptance are sent to the Membership Chairperson, President, Treasurer, and Endorser. The Secretary will then notify the Membership Chairperson, Mustard and Pepper Editor, Regional Chairperson and the Labels Chairperson. At this time the new member is accepted into the appropriate membership status as described in the Bylaws and is sent a copy of the Policies, the Directory and the Illustrated Standard.

REGION


To help promote local activity in exhibiting, education and sociability, the country is divided into five regions. These regions are an informal part of the national Club structure, not area “clubs”. The Club offers trophies at a set number of regionally selected shows as one means of encouraging coordinated entries and gatherings.

Each Region may designate one Regional Specialty and up to four Supported shows per year. These shows may not conflict with the National Specialty weekend and within a region are limited to one show per weekend or circuit. Any Region may promote additional shows, but Club support is limited to a maximum of five annually. Each region is encouraged to plan and publicize at least one show per year.

The geographic divisions are:
East: Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Delaware, Maryland, Pennsylvania, West Virginia.
South: Virginia, North Carolina, South Carolina, Tennessee, Georgia, Alabama, Florida, Mississippi, Louisiana.
Lakes: Ohio, Michigan, Indiana, Kentucky, Wisconsin, Illinois, Minnesota.
Mid-America: Missouri, Arkansas, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Iowa, Texas, Colorado. West: Washington, Montana, Wyoming, New Mexico, Oregon, Idaho, Utah, Nevada, Arizona, California, Hawaii, Alaska. Canada: Members are included in the U.S. Regions adjacent to their area of residence.

At each region’s Regional Specialty show the DDTCA offers a certificate for a sterling silver spoon for Best of Breed and a trophy for Winners Dog and Winners Bitch. Eight (8) or more Dandies completing competition is required. Additionally, at Regional Specialty Shows a trophy with emblem is offered for Best of Breed with no entry requirement.

Regional Specialties are sponsored by DDTCA with approval from the Board. AKC requires verification to confirm permission from the Club. Show application information, the necessary application forms and the deadline for forms to be returned are available online from AKC Event Operations. Contact DDTCA Secretary or President if assistance is needed.

At each Supported show, the Club offers a trophy for Best of Breed. Six (6) or more Dandies completing competition is required. For Club awards to be provided, Regional Specialty and Supported shows must have Mustard and Pepper advanced publicity.

The Regional Chairman will notify the Regional Trophy Chairman of trophy needs three (3) months in advance. Redemption certificate for silver spoon requires a marked catalogue page documenting the entry or electronic proof documenting the entry and eight (8) or more completing competition. This will be sent to the Regional Trophy Chairman within three (3) months of the win.

General replacement requests should be accompanied by the list of shows and entries where the previous supply was disbursed. Each region will hold a yearly meeting in conjunction with its Regional Specialty show weekend. The Regional Chairperson will utilize Robert’s Rules of Order to manage the meeting and the Chair will designate a regional member to lead the meeting in his/her absence. Meeting attendance is open to all, but voting limited to Regional members.

The meeting agenda should include:
1.) election of Chairman for the coming year
2.) selection of next year’s Regional Specialty and Supported shows. Sweepstakes may be held in conjunction with a Regional Specialty show.

The Regional Chairman will send the minutes of this meeting to the Club Secretary. The Regional Chairman will send the list of Regional Specialty and Supported shows to the editor of Mustard and Pepper for publication.

Each region must manage its own finances, other than Club offered trophies; the parent Club does not provide monies to regions. If donations are accepted by the Regional Chairman, he or she will provide a financial report at the next Regional meeting. The report will be included in the minutes of that meeting.

If the region does not select a Chairman, the Club Secretary will poll the regional membership by mail or email within three (3) months of the Regional meeting and the Board will consider the response in appointing a Chairman.

Chairmen of Standing Committees necessary to carry forward the objectives of the Club are appointed or reappointed each year by the Board of Governors. This will be a standing Agenda item for the first Board meeting of the year. All Standing Committees are limited to a single chairmanship. Assistant Chairmen are permitted; co-Chairmen are not. Those who serve as chairmen and those who serve on committees are volunteering their services to the Dandie Dinmont Terrier Club of America, Inc. It is permissible for a non-member to serve on a committee. Postal, printing and supply costs directly related to an officer’s, director’s or a committee’s club job may be reimbursed from the appropriate Club account. Personal expenses, phone bills and travel expenses are not reimbursed by the Club. In all cases, properly itemized bills presented on transmittal forms and accompanied by receipts are required for reimbursement. Any contract entered into by the Club should be copied to the Treasurer. Board approval must be given before any contract can be entered into.

Exceptions to the above:
a.) Phone bills incurred in the judge selection process are reimbursed.
b.) The AKC Delegate is reimbursed to a maximum of $1,000.00 per annum toward travel stipend for the four Delegates meetings. c.) The Trophy Coordinator’s allowed reimbursement also included trophy postage and mailing expenses, insurance fees, Club engraving and Trophy purchases.
d.) Phone bills incurred for the National Specialty Chairman’s work are reimbursed.

Specific Committees and Chairmen are approved to receive advance monies. All expenditures must be documented with receipts itemized on transmittal forms to the Treasurer before any further advances are made.

a.) Editor of Mustard and Pepper – $1000.00 or as determined by the Treasurer in consultation with the Editor. b.) Secretary – $300.00

Audit Committee – formed when needed each year as specified in the Constitution and By-Laws.

Ethics Committee – The Constitution and By-Laws provide for a method through the Secretary and Board to file official complaints. If a complaint is filed, the Board will at that time appoint a committee to investigate the charges.

AKC Delegate: The Delegate takes guidance and direction from the Board of Governors in the role of representing the Dandie Dinmont Terrier Club of America, Inc. at the American Kennel Club. Written summations of Delegates’ Meetings are provided to the Board. Topics of general interest are reported to the membership through Mustard and Pepper. The Delegate receives all intra- Board correspondence and attends Board meetings as an advisor only for AKC affairs. The Delegate does not vote at Board meetings.

Audit Committee: The purpose and duties of the Audit Committee are specified in the Constitution and By-Laws. The manner of conducting the audit is specified in the Club’s Job Description.

Breeder Referral: The Club Referral system coordinates the distribution of breed literature and directs inquiries about the breed, specifically relating to its purchase, to DDTCA members who have indicated an active breeder status for that year. The referral list is comprised of members who annually return a Board approved form. A list of names and addresses of parties contacting Breeder Referral is maintained and part of an annual report to the Board. Members are responsible for notifying the chairman when litters are whelped and when all puppies/dogs are placed. The chairman refers only to members in good standing. The DDTCA does not assist in the placement of non-members’ puppies and/or dogs. The chairman does not screen or evaluate potential buyers. Postage and stationery costs are reimbursed. Having email capabilities is important to the chairman’s position but those fees and telephone charges are not covered. The Club supplies brochures and the Breeder Referral list.

Directory: A listing of the members in good standing in telephone book format including address, phone number, fax number, email address, kennel name and region. The Directory includes the list of Officers, Directors, Regional Chairmen, Committee Chairmen, Constitution and Bylaws, Breed Standard and Code of Ethics. It is published every three years, coinciding with each new term with a page summation of changes in the intervening years. Changes are reported quarterly in Mustard and Pepper. The Board and AKC Delegate will receive a complete update every six months.

Education: The Education Chairman promotes and coordinates the general education of the Club through articles in Mustard and Pepper, provides liaison services and support to the Regional Chairmen and offers assistance to the Specialty Chairman for Specialty weekend programs.

Ethics: The purpose of this committee will be to receive and investigate complaints of alleged misconduct and/or violations of the Code of Ethics. The Chairman will report all allegations and follow up information to the DDTCA Board of Governors, whose disciplinary action will be binding. The procedure for filing formal charges by a member against another is detailed in the Bylaws.

Facebook: The purpose of the DDTCA Facebook page and project is to incorporate social media into the promotion of the 6 stated objectives as listed in the Constitution of the DDTCA. These objectives include:

Strategy:

1. In order to develop a transparent and open approach to the Facebook project, all postings will be approved by a Facebook committee consisting of not less than 2 nor more than 3 club members. The committee will be appointed by the President and serve at the pleasure of the Board. Only the chairman needs to be a member of the Board of

Examples of appropriate postings include the annual National Specialty, participation in Meet the Breeds and Judges Education Events, important contact information for Breeder Referral and Rescue through ACT for Dandies, a link to the DDTCA.org website for the Store and other breed-related information, etc.

Gazette Columnist: The Columnist is appointed for a three year term. Columnists may not serve consecutive terms. During this term the Columnist will encourage the occasional guest columnist.

Genetics: The purpose of this committee is to collect and disseminate information on heritable traits and conditions in the breed. This can be done be encouraging participation in club approved research project through AKC’s Canine Health Foundation (CHF), our Club’s Donor Advised Fund with the CHF.

Handbook: The purpose of this committee is to maintain and keep current the Club Pedigree Book of Champions and Title Holders by publishing continual updates through supplements. From AKC, the DDTCA purchases monthly electronic reports for all the new title holders. Copy of these files are shared with the Statistician. This Handbook with Supplements in 8 ½ x 11 inch loose leaf format covers Champions and Title Holders from 1969 to the present and includes a photograph when available accompanying each champion’s pedigree. Photos will not be redone when requested by the owner. Supplements with full index are to be put out every three years. Future plans are to research and complete the listings back to the first AKC Champions. The Properties Chairman houses and distributes the Handbooks. The Handbook purchaser list is maintained by the Handbook Chairman, with a copy furnished to the Properties Chairman. One copy of the Handbook will be maintained as part of the archives.

Historian: The Chairman houses the catalogued archives of the Club. New acquisitions are reported through Mustard and Pepper and to the Board in an annual report. A sample of archival material is made available each National Specialty weekend for the membership interest. Annually, the Historian produces a recap of the Club year for inclusion in Mustard and Pepper: This review and the Annual Report to the Board will contain a list of all additions to the archives since each previous report. The Historian will be reimbursed for purchase of needed appropriate archival supplies. Duplicate items in the Club’s archives are donated to the AKC Archives.

Judges Education: The Chairman is charged with coordinating with the AKC Liaison for Judges Education in implementing the suggested program of Judges Education and with developing and maintaining a packet of learning tools which includes the Illustrated Standard and Amplification. AKC requests Club presentations be multimedia, a slide, video or Powerpoint presentation in addition to live dogs and handouts. Active breeder/exhibitor Club members and Club member judges will be considered to give presentations in response to requests in their home areas. Club copies of the AKC Breed Video are available for loan with a $35.00 refundable deposit. As Judges Education Seminars are scheduled, the Chairman will promptly notify the Board. A listing of all seminars given, name of presenter and assistants and the names of all individuals receiving materials and attending the seminars are part of the annual report. Mentors to be used in the education of prospective judges may be chosen using a created criteria suggested by AKC for use by breed clubs.

Membership: The Membership Chairman responds to requests for applications by furnishing them to the interested parties and including the Rules for Applying for membership, two Copies of the Code of Ethics and the Constitution and Bylaws. The Chairman maintains a list of proposers and endorsers to verify their eligibility, receives completed applications and all required accompanying papers and acknowledges their receipt to the applicant. The Chairman summarizes the application information and includes it in the Membership report published in Mustard and Pepper. The Chairman maintains records on dates applications are received , sent for publication, published, when applicants are accepted and when membership is granted. Email may be used to receive letters of proposal and endorsement and to send the summary to Mustard and Pepper. An annual report should contain names of all persons requesting applications.

Mustard and Pepper (M&P):

Summary of Purpose: To produce and mail the print version of M&P, the quarterly newsletter of the DDTCA, four times a year according to Board specified deadlines and will send links for each quarterly online issue of M&P to all Terrier Judges. With the input of the Editor, month of issue and specific deadlines may be adjusted annually. Normal deadlines are March 10, June 10, September 10 and December 10. The print format is 8 ½ x 11 inches, bound or saddle stapled with cover weight cover.

Editor’s Duties:
- Preparation of copy and advertising pages. layout and camera ready copy for printing at an appropriate printer, bind and mail in labeled
- Solicit photographs needed for Specialty
- Maintain an up-to-date address list and notify the Secretary and Label Chairman of changes and corrections received. Keep a separate list of subscribers, including date of subscription end for renewal
- The M&P Editor may exchange newsletters with such other terrier clubs as he or she feels would be of benefit to the magazine and the

Specific Content Policies:
Letters to the Editor dealing with individuals or personal grievances instead of issues will be directed to the individual rather than posted In M&P. Letters on topics and issues of general interest are appropriate for our national magazine. Letters submitted for publication in M&P concerning an issue which touches on the work of any Club committee will be held for publication so that the committee or individual, once furnished with a copy of the letter, may submit a letter of concurrence or differing viewpoint on the topic. The Editor will allow thirty (30) days for such response and will make every reasonable attempt to ensure that a written counterpoint is elicited. All letters on an issue will be printed in the same edition in adjacent locations for the concurrent presentation of multiple viewpoints.

Only a judge in a critique may make any editorial comments about the qualities of a particular dog. Particular question/answer formats may not have to be confined to these same boundaries.

Editor’s discretion is to be used regarding including photographs of dogs other than Dandies.

The AKC show results to be included in each issue are limited to Regional Specialty Show and Supported Shows, show with a major entry in either sex and shows when the Best of Breed Dandie placed in the Group. In each issue, the first time a dog is listed in Show Results, its sire and dam will be included.

For National Specialty coverage, complementary win photos of Best of Breed, Best of Opposite Sex, Award of Merits, Select Dog, Select Bitch, Winners Dog, Winners Bitch, Reserve Winners Dog, Reserve Winners Bitch, Best in Sweepstakes and Best of Opposite in Sweepstakes will be published. Winners are encouraged to publish the official win photographs, however substitution of an appropriate show photograph is permitted. The Editor will send reminders for timely submission and photos will be returned to the owners if mailed. The Editor will contact both Specialty judges prior to the time of the show to request a written critique on their entry.

Annual Statistics will be published in the March issue, assuming the continued schedule of result report publication from AKC. The complete name of the trophy, the donor and the criteria used to determine the winner will be listed with names of the winners in the Annual Awards Section. This Awards issue will be emailed to judges of our breed.

Advertising: Ad rates are established by the Board of Governors. Rates may be adjusted by the Board with recommendations from the Editor.

Current rates are:

Inside Front/Inside Back Cover – $80.00 – Full Page Ad Required Full Page – $40.00
Half Page – $30.00 Quarter Page – $25.00
New Conformation, Obedience Titles, Performance Titles and Memorials: Full Page – $25.00, Half Page – $20.00

The Editor and Treasurer will advise the Board on an annual basis if advertising fees need to be increased in order to operate M&P without a loss to the Club.

Only members in good standing of the DDTCA may advertise. New Champions not owned by a member may be advertised if the breeder is a member of the Club. The ad must be inserted by the member and include the member’s name.

A one-page per issue complimentary ad is offered to members for any Dandie winning Best in Shows and may be purchased by a non-member for any Dandie winning Best in Show. The Editor may solicit such an ad.

Members may advertise products and services provided the ad clearly states whether or not proceeds benefit the DDTCA. Club ads must specify which fund benefits if other than the General Fund.

Commercial Advertising:
Advertising will be accepted from commercial ventures whose products and services are consistent with the objectives and Code of Ethics of the Club and are of apparent value to owners of Dandie Dinmont Terriers. Acceptance of advertising can be subject to Board approval. A disclaimer will be necessary: e.g. Advertisement in M&P does not imply endorsement of products or services by the Editor or the DDTCA. No ads from a commercial venue will be accepted for the inside front or inside back covers.

Current rates for commercial venues are twice the rate charged to members.

Positions may be requested but are not guaranteed. No commercial ads will be accepted for the inside front or inside back cover. First priority will be to the membership.

A standard contract will be sent in response to commercial inquiries. Members with a commercial interest are not restricted to a yearly contract but will pay commercial fees.

Subscriptions:
Rates are determined by the Board and usually are equal to or exceed the cost of the postage or dues for an individual membership. Current rates are:

USA – $45.00
Canada – $50.00 Overseas – $60.00

Subscription rates are to be reviewed annually and adjusted to eliminate losses to the Club.

National Specialty: There shall be a Specialty Committee or Chairman, approved by the Board to handle the National event in such areas as catalog advertising, hospitality, stewards, trophies, hotel and food reservations, publicity and Specialty fund donations.

There are two versions of a Specialty manual from 2007 and 2012 , outlining the procedure for Specialty shows and recommendations for planning. Either one or both should be passed on to the new Show or Committee Chairmen as early as possible to assist them in the various tasks and deadlines.

Financial:
There is no fee for the Hospitality room.

Any items not benefiting the General Fund must be clearly labeled as such. All checks are payable to the DDTCA.

Specialty Chairmen will work with the President on all Club fund raising projects and planned Specialty promotional items. Any projects will be reviewed and presented with recommendations to the Board for approval/disapproval prior to announcement to the membership or implementation.

Any profit from the National Specialty activities will go into the General Fund unless specifically designated and approved otherwise.

The Specialty Show Chairman will be reimbursed for phone calls made on behalf of the Specialty.

National Specialty Educational Speakers:
Advanced approval is required from the National Specialty Chairman.

Fees for such programs up to $350.00 will be charged to the National Specialty.

Monies generated from such Educational programs will be credited to the National Specialty. The Club’s Education Chairman will be available as a resource.

Properties: The Property Chairman houses and distributes available Club “properties.” The list of available properties is published in Mustard and Pepper. Price of items in Properties Inventory is determined by the Board from recommendations from the Properties and Ways and Means Chairmen.

Public Education Coordinator: The Public Education Coordinator works as a liaison between the Club and the AKC to implement education programs at the community level. The specific purpose is to cooperate with the AKC effort to improve responsible dog ownership. The Public Education Coordinator works through the Regional Chairmen in disseminating program information.

Statistician: The purpose of the Statistician is to maintain statistics on all Dandie Dinmont Terriers exhibited from the published AKC statistics and to determine the standings and the winners of the Annual Awards outlined above. Standings are submitted and published in each issue of M&P. These Statistics are purchased on an annual basis by the Club from AKC and sent electronically monthly for Conformation Events and Juniors. These statistics will also be forwarded to the Handbook Chairman for backup and the Chairman’s use. The Annual Awards listing will include the donor of each trophy and the method of calculating the award. The list of top Dandies in the standings for Dandie of the Year will include Twenty-Five (25) dogs, including any dogs tied for that position.

When the final statistics for the year are computed, the Statistician will notify the winners of the Awards and the owners of the top ten (10) in the Dandie of the Year standings to allow them to advertise in the Annual Awards issue of Mustard and Pepper. The Statistician also sends as part of the report information any new Champions and Grand Champions to the Editor of Mustard and Pepper. The inventory of Champion Medallions is held by the Statistician who sends them out to members in good standing when new Champions are published by AKC.

Tabulation Committee: Annually the Board of Governors will appoint a three member Tabulation Committee and name the initial Chairman Head Teller. For additional ballot counts during each term, the job of Head Teller will rotate among the Committee. These Committee members will be members in good standing, reside within a reasonable distance of each other and not be members of the current Board nor residents in a Board member’s household. Ballots will be mailed to the Head Teller, the time and place of the count will be made known at the time of the mailing of the Ballots and any member who wishes may be present, provided prior written notice is given. The Tellers will present a complete report to the Board and send all ballots and mailing envelopes to the Secretary. All ballots and envelopes will be retained for one month following the ballot result publication and open to members’ inspection.

National Trophy Coordinator and Regional Trophy Coordinator: The National Trophy Coordinator is responsible for the housing and engraving of all Perpetual and Challenge Trophies. Proper and appropriate insurance will be purchased and paid for by the Club.

Copies of the insurance policies are housed with the Treasurer. The National Trophy Coordinator will maintain a photo inventory of all trophies. The Regional Trophy Coordinator maintains the inventory of Club trophies for Regional shows and annually fills each Region’s needs. The Silver Spoon for Best of Breed at Regional Specialty shows is represented at the show by a certificate and redeemed by sending a signed certificate and marked catalog page, either hard copy or electronic, to the Regional Trophy Coordinator. Certificates of Merit are housed with the Regional Trophy Coordinator, two of which are sent to the National Specialty Show Chairman prior to each National Specialty. (see Trophy section for more information.)

Unawarded Specialty Trophies will be earmarked for subsequent Specialty use as appropriate, and housed with the Trophy Coordinator. Disposition of donations of trophies with historical value will be decided by the Board of Governors. No trophy or prize which has been or will be offered for an award in competition may be made available for sale.

Ways and Means: The purpose is to develop and oversee special fund raising projects for the benefit of the General Fund. The Ways and Means Chairman serves as the clearinghouse to prevent duplication, evaluate projected financial success and ascertain club needs. All Club fundraising projects will be reviewed and presented by the Ways and Means Chairperson with recommendations to the Board for approval or disapproval prior to implementation or announcement to the membership. This includes working with the Specialty Chairman to discuss planned Specialty promotion items and fund raising projects. Up to $200.00 may be made available to the Chairman to cover start up costs for Board approved projects. Publicity for any project must clearly state the account to be credited. The Chairman will maintain a “Skills Bank” of members’ talents and interests to assist in fundraising projects and to assist other committee chairmen in filling committees. The Ways and Means Chairman may use his/her discretion in promoting “special sales” for inventory items. All checks for sales are payable to DDTCA and reimbursement for expenses is made through the Treasurer, after submission of expense sheets and receipts.

Website: The Club will maintain an internet website. This will contain Officers and contacts, properties available, upcoming National and Regional show information, the Code of Ethics, Constitution and Bylaws, Policies and other timely information. It should also provide information on the breed and the role of the DDTCA in preserving and promoting the breed.

FISCAL POLICIES

FISCAL POLICIES


The Club status is a Not-For-Profit organization incorporated in the State of New York. The Treasurer will be bonded and will provide the Board of Governors with routine financial reports as well as Profit/Loss statements with sufficient detail to allow the Board to complete their fiduciary responsibilities in the financial management of the Club. An annual budget will be prepared and presented to the Board for action no later than the February Board meeting. The budget will be in sufficient detail to allow the Board to understand the profit and loss status of all current projected Club activities. The appropriate IRS forms are filed annually.

All checks received by committees must be promptly forwarded to the Treasurer for deposit. Transmittal forms are to be used for all deposits by members and chairmen for all expenses requesting reimbursements. A reimbursement request form, in a format approved by the Treasurer, will be used for all payments from Club funds. Signature of the requestor and the committee chair or appropriate officer will be required. Email authorizations are permitted as are scanned documents.

General Fund:
Within the General Fund are monies designated as specialty funds for special projects as designated by the Board of Governors. The Treasurer anticipates future expenses and advises the Board as to appropriate cash/CD percentage and at his/her discretion may move the monies for the advantageous interest rate.

Club Public Advertising:
For Breed and Club promotion, the Club runs magazine advertisements listing the Breeder Referral Chairman as contact for breed information and other general information. The Club Website address will also be listed in any such advertisement.

Properties and Purchased Trophies:
Such inventory will be recorded with a No Real Value designation and reported annually to the membership.

Insurance and Liability Insurance:
The Club carries Liability Insurance covering members and guests at Club sponsored events and Officers and Directors general liability coverage and also insures the Club’s Challenge and Perpetual trophies.

General Policies

Club Perpetual, Challenge and Honorary trophies will remain in possession of the Club and are insured by the Club based on an appraised value and updated every five (5) years.

Engraving: Engraving is to be as consistent as possible with prior types of engraving. Where possible, engraved plaques on wooden bases are preferred to engraving on the silver plates and trophies. When possible all engraving on silver plates and trophies will be done by machine engraving. The National Trophy Coordinator arranges for and approves all engraving for all trophies. The engraving is paid for by the Club.

Annual Club Trophies

Perpetual Annual Award Trophies

The Club’s Annual Award Trophies are Sterling Silver or other metal as approved in advance by the Board of Governors. Each donation is formally accepted for offer through the DDTCA by vote of the Board of Governors. They will be exhibited at Annual Meetings at least once every three (3) years.

This is awarded to the Dandie Stud Dog with the greatest number of first generation offspring finishing their championships in shows held from January 1 to December 31 of the preceding year. If two or more dogs are tied with the same number of offspring finished the same year, the title goes to the dog whose first generation non-champion offspring earned the greatest number of championship points during that year. In the event that one title is earned and the Dandie goes on to earn legs towards a higher title, all such legs awarded in the year will be averaged. Before averaging, legs earned towards a CDX will have a bonus five percent (5%) of the score added into that Legs towards a UD will have a bonus ten percent (10%) added into that score.

The recipient will be selected by a Special Committee consisting of the President and two other DDTCA members in good standing; the President will act as chairperson. The recipient’s name will remain secret until announced at the presentation at the Annual

No dog without a major can be credited with more than nine (9) championship points. No dog with one major can be credited with more than twelve (12) championship points.

No dog with both majors can be credited with more than fifteen (15) championship points. Only points awarded during the year in question are counted.

1. Junior Handler of the Year
The DDTCA will honor one Top AKC Junior Handler each year.

- Five Hundred dollars will be presented to the Junior who competes with a Dandie Dinmont Terrier in AKC Juniors competitions and defeats the most
- Competition begins January 01 and ends December 31 each
- Juniors are responsible for sending a copy of their own AKC Junior Handler Awards Listing to the Statistician by March 01 of the following year. The AKC Junior Handler Awards Listing is a report that each Junior has access to via the AKC website and it is free to the Junior. It is an official report and accurate. It contains the Junior’s name, ID number and State. It also provides the Date of Certificate, Placement, number of Juniors competing, the judge, the show, the dog being
- An extension of time will be given to any Junior needing more time to submit their report, if they request an extension at least 24 hours prior to March 01, for any problems obtaining a completed accurate report i.e if the AKC information is incomplete or contains an
- Best Junior overall receives one point for every junior present and competing minus A junior placing in a class receives one point for junior present and competing in that class minus themselves minus anyone placing above them in the class.
- In the event of a tie, the winner will be determined by the most Best Junior in Show
- Although DDTCA membership is encouraged, the Junior does not need to be a DDTCA member to be awarded Top Junior.
- The Board will annually solicit a volunteer to write an article with photo for Mustard and Pepper about the Best Junior in Dandies.

CHAMPIONSHIP MEDALLIONS: One and one half (1 ½) inch bronze medallions with a Dandie relief silhouette and DDTCA Champion on the face. Awarded and sent to member owners of new Champions published in the AKC Monthly Statistical Report that is sent to the Statistician. The medallions are housed, tabulated and sent by the Statistician. Medallions will be sent out within 30 days of the statistics being received by the Statistician. There will be one medallion presented per dog regardless of the number of owners.

MEMBERSHIP AWARD PINS: Silver year pins celebrating decades of continuous Club membership beginning with Twenty (20) years. Presented at each Annual Meeting by the President. Pins are housed with the Secretary; Statistics are kept by the Historian; the Secretary coordinates the disbursements.

MEMBERSHIP CERTIFICATES: Given to members at ten (10) years, fifteen (15) years, twenty-five (25) years, thirty-five (35) years, forty-five (45) years, etc. to recognize years of continuous membership. Presented at the Annual Meeting by the President. These statistics are kept by the Historian. The Secretary coordinated the disbursement and mails certificates to those not present at the Annual Meeting.

The DDTCA offers Register of Merit Awards to emphasize the Club objective to promote and advance the breeding of purebred Dandie Dinmont Terriers by acknowledging those dogs and bitches whose positive impact upon the breed is indicated by their Champion offspring.

Register of Merit – ROM:
The DDTCA offers a Register of Merit Award Certificate to stud dogs when ten (10) of their first generation offspring earn AKC championships.

The DDTCA offers a Register of Merit Award Certificate to brood bitches when five (5) of their first generation offspring earn AKC championships.

Register of Merit Award of Distinction – ROM-AD:
The DDTCA offers a Register of Merit Award Certificate to stud dogs when fifteen (15) of their first generation offspring earn AKC championships.

The DDTCA offers a Register of Merit Award Certificate to brood bitches when seven (7) of their first generation offspring earn AKC championships.

Register of Merit Top Producer – ROM-TP:
The DDTCA offers a Register of Merit Award Certificate to stud dogs when twenty (20) of their first generation offspring earn AKC championships.

The DDTCA offers a Register of Merit Award Certificate to brood bitches when ten (10) of their first generation offspring earn AKC championships.

ROM Statistics are kept by the Handbook Chairman. The Secretary houses and distributes certificates once a year at the time of the Annual Awards to owners who are Club members in good standing at the time of the award. If the owner is deceased, the certificate is sent to the closest known family member. If none is found, it is sent to the archives. The Secretary provides the year’s listing for publication in the Annual Awards issue of Mustard and Pepper. In the Handbook, ROM titles will be listed for each qualifying dog/bitch in the alphabetical index. Listings are updated with each Handbook Supplement. A complete list of all ROM title holders and the contributing offspring is published in the Club’s Handbook of Dandie Champions.

NATIONAL SPECIALTY SHOW TROPHIES

CHALLENGE TROPHIES: Awarded at the National Specialty for Best of Breed, Best of Opposite Sex, Best of Winners, Winners Dog and Winners Bitch. AKC Rules dictate they be sterling silver. Rules and trophy descriptions are listed in each Catalogue and each “Specialty Issue” of Mustard and
Challenge Trophy Rules: Offered by the donor though the Dandie Dinmont Terrier Club of America, Inc. for competition at its shows only. For permanent possession, to be won by the same owner, not necessarily with the same dog nor at consecutive shows. The Dandie Dinmont Terrier Club of America, Inc. will retain possession and provide engraving unless the trophy is retired by this win.

The trophies currently in competition are: Best of Breed. PASTIME BEST OF BREED CHALLENGE TROPHY, an Early 20th Century Hand Chased American Sterling Water Pitcher by Frank Whiting with Floral Swag on Cherry Base offered by Pastime Dandies, Indiana.

Best of Opposite Sex to Best of Breed. THE PASTIME CHALLENGE CUP, a 14’ Sterling Silver Vase on a Wooden Base offered by Karen & Phil Cramer, Pastime Dandies.

Best of Opposite Sex – The CH Pastime Challenge Cup: Fourteen (14) inch Sterling Silver Vase on Wooden Base with Engraving Plates offered by Mr. and Mrs. Phil and Karen Kramer, Pastime Dandies, through the DDTCA. First offered in 2008.

Best of Winners – CH Munchkintown Twinkling Star Memorial Trophy: Sterling Silver Tray offered by Ms. Nannette Goldberg through the DDTCA. First offered in 1989.

Bronze Plaque awarded to Best of Winners.

Winners Dog – The TighO’Tykes Challenge Trophy: Sterling Silver Tray offered by Mrs. Norma J. Ryan through the DDTCA. For permanent possession it must be won three times by the same exact owner(s), not necessarily with the same dog or at consecutive shows. First offered in 2010.

Winners Bitch – The Pennywise Challenge Bowl: Sterling Silver Revere Bowl. Following retirement in 2000, re-donated by Mrs. Catherine and the late Mr. John Nelson through the DDTCA in 2001. For permanent possession it must be won three times by the same exact owner(s), not necessarily with the same dog or at consecutive shows. First offered in 1993.

Challenge Trophy Replacement Policy
Offering a Challenge Trophy is limited to DDTCA members in good standing at the time of the donation. Trophies must conform to the DDTCA guidelines of Sterling Silver, provisions for sufficient engraving space and the approval of the Board of Governors.

When a Challenge Trophy is retired.:
1.) The individual who retires the trophy will have the first opportunity to re-offer the same trophy or offer a new trophy for the same award.

2.) If he/she declines, or if the trophy was retired by an exhibitor not a member in good standing of the DDTCA, the opportunity next will be offered to the original donor of the trophy.

3.) If he/she declines, the opportunity will be opened to the DDTCA membership in a letter from the President in the next issue of Mustard and Pepper with a date for response.

4.) The slot will remain vacant until a trophy is offered.

If a trophy is removed from competition without being retired under the challenge rule, a comparable replacement retaining the legs and title of the original will be procured in time to be offered at the next National Specialty.

1.) Replacement due to loss or damage while in possession of the Club: The National Trophy Coordinator and the Board of Governors will procure the replacement using insurance monies. Any addition monies needed will come from the General Fund.

2.) If a member offers to underwrite the replacement of a lost or damaged trophy, acceptance of the offer is contingent upon retaining the name and legs of the original unless:

a.) the original donor agrees in writing that his/her trophy be removed from competition without being properly retired.
b.) the legs on such trophy must be transferred to the new trophy.

OTHER NATIONAL SPECIALTY TROPHIES
According to AKC rules, Perpetual Trophies are not listed in the catalog or premium list. However Perpetual Trophies must be placed in a catalog advertisement featuring prior year winners by the Specialty Show Chairman at the expense of DDTCA.

THE VELMA L. LONGHORN MEMORIAL TROPHY: Seven and one half (7 ½) inch Sterling Revere Bowl on a Pedestal. Awarded to the Dandie winning Best in Sweepstakes at the DDTCA National As a Perpetual Trophy, this award is not listed in the Premium List nor presented by the judge in the ring. It will be presented outside the ring at every National Specialty.

CH WATERBECK WATERMARK TROPHY: Silver plated sixteen (16) inch Vase on a Wooden Base with Engraving Plates. Awarded to the Dandie winning Best of Breed at the DDTCA National As a Perpetual Trophy, this award is not listed in the Premium List nor presented by the judge in the ring. It will be presented outside the ring at every National Specialty.

THE DORIC QUAICH TROPHY: Polished Pewter Scottish cup of friendship on a Wood Base. Awarded to the Dandie going first in the Bred-by Exhibitor Dog Class at the National Specialty. GRAND CHAMPION SELECT DOG AND SELECT BITCH:
Prior to awarding any Certificates of Merit, at the sole decision of the regular class judge, Grand Champion Select Dog and Grand Champion Select Bitch may be awarded. These awards are to be considered an Award of Merit for purposes of qualifying for Crufts.

CERTIFICATE OF MERIT:
The DDTCA offers up to two Certificates of Merit. The awarding of these certificates is the sole decision of the regular class judge who may award two, one or no certificates. The Certificate of Merit recognizes those dogs and/or bitches who were in very serious contention for the top honors during Best of Breed and Best of Opposite Sex to Best of Breed competition but did not receive one of those two top placements. The Certificate of Merit may be awarded to the Select Dog or the Select Bitch or independent of the Select awards. The Secretary informs the judge of this policy as part of the contract arrangements. The Certificates are housed with the Regional Trophy Coordinator who sends two to the Show Chairman prior to each National Specialty Show. These awards are to be considered an Award of Merit for purposes of qualifying for Crufts.

SITE SELECTION:
Depending on the interest of the membership and Dandie activity, the National Specialty is not to be held in the same section of the country in consecutive years. Input from the membership and regions will be utilized in the Board of Governors’ decision on the Specialty site. An indoor site is desirable.

REGULAR CLASS ENTRY FEES:
The entry fees for the Regular Classes at the National Specialty will be:

1.) if held In Conjunction with an All-Breed Show – the same as the entry fees at the All-Breed Show.
2.) if held Concurrently with an All-Breed Show – $35.00 per entry.
3.) if held as an Independent Specialty – $35.00 per entry.

JUDGE SELECTION
1.) Eligibility: The Club will pay up to a $300.00 fee plus expenses for a round trip coach airfare, provide ground transportation, up to two nights lodging and reasonable meals. A judge committed to judge a second breed on the day of the National Specialty will be considered on a case by case basis. A judge may not repeat a National Specialty assignment for five (5) years and may not judge Dandies in classes at a DDTCA Regional Specialty or Supported Entry for the six (6) months preceding the National Specialty. The Sweepstakes judge is not paid a fee nor reimbursed for expenses, may not be an approved AKC Dandie Dinmont Terrier judge or a judge eligible to award championship points in his or her country of residence. The Sweepstakes judge may not repeat the assignment for five (5) years.

2.) Process:
a.) Solicitation of Names: On even numbered years and working two years in advance, the Secretary will solicit judge suggestions from the membership for those two years. The Secretary will send the membership a list of all AKC judges which also includes a blank space to insert the name of a non-AKC judge eligible to award championship points to the breed in his or her country of residence. The Secretary will also list those ineligible due to the five (5) year non-repeat restriction. Members are limited to suggesting ten (10) names for the regular classes and five (5) for Sweepstakes. Members are not required to list 10 or 5 names, only limited to a total of ten (10) for the regular class judge and five (5) for the Sweepstakes judge. Member suggestions will be returned to the Secretary by the deadline established on the solicitation of names instruction letter.

b.) Ballots I. Each member in good standing will receive Ballots sent by the Secretary, specifying a date not less than thirty (30) days hence by which the ballots must be postmarked to be valid.

Ballots listing the ten (10) most suggested names, plus ties for the regular classes, in alphabetical order, and five most suggested names, plus ties for Sweepstakes, in alphabetical For regular classes members are required to vote for five (5) names, no more and no less, in numerical order, one (1) for the most liked, two (2) for the second and so on, with five being the least For Sweepstakes members are required to vote for three (3) names, no more and no less, in numerical order, one (1) for the most liked, two (2) for second and three (3) for Any ballots not correctly postmarked, or with less than or more than five (5) numerical choices for regular classes or three (3) numerical choices for Sweepstakes shall be invalid for the judges ballot that is incorrectly marked. After completing the ballots, place them in the small envelope marked Ballot, seal it and place in larger envelope addressed to Tabulation Committee Ballots are returned to the Tabulation Committee appointed by the Board of Governors and mailed to the Chair. The time and place of the count will be made known to the Membership at the time the Secretary mails the ballots. Any member who wishes may be present provided prior written notice is given to the Tabulation Committee Ballots will be tallied using the following point count: Regular class judge: 1 – 5 points, 2 – 4 points, 3 – 3 points, 4 – 2 points, 5 – 1 point Sweepstakes judge: 1 – 3 points, 2 – 2 points, 3 – 1 point

- The Tabulation Committee will present a complete report to the Board of Governors and send all ballots and mailing envelopes to the Secretary. All ballots and envelopes will be retained for one month following the election result publication and open to members’ inspection. No other voting will be valid other than that listed in )

3.) Invitation: The Secretary will initially by phone or email extend the invitation to the first on the list, specifying the date and place of the National Specialty, our Club Policies on reimbursement, critiques, etc. and the limitations on judging our breed six (6) months prior. If the first selected judge is unavailable, the Secretary will continue down the list in order until a judge is hired. The judge that is second on the list will be contacted and asked to judge the National Specialty for year two. If the judge first on the list is unavailable to judge the first National Specialty, the judge will be asked if available to judge the National Specialty for year two. The Secretary will ask if the judge is willing and available to be recommended to other show giving clubs, if any, on the National Specialty weekend. All agreements will be confirmed in writing. The membership will be notified of the contracted judges through the next published Mustard and Pepper or at the Annual Meeting, whichever is first. The Secretary will notify the elected Sweepstakes judge by telephone or email, confirmed in writing. Both judges must, according to AKC rules, provide written acceptance of their assignments.

4.) Replacement: Should an elected Regular or Sweepstakes National Specialty judge, following his or her acceptance, give notification that he/she will not be able to judge, a replacement will be sought in the following prescribed order. In such a situation our fiscal policies will apply, but restrictions on judging Dandies in the classes prior to the National Specialty will be waived. Telephone calls to judges making these arrangements may be reimbursed.

Second membership choice on the resigning judge’s ballot, going to the third, fourth, fifth, as needed in that order. Should none of the above be available, the Board of Governors will elect a judge from a list made up of non- selected judges from the three most recent ballots. SWEEPSTAKES RULES:
Puppy Sweepstakes
The Dandie Dinmont Terrier Club of America, Inc. Puppy Sweepstakes is open to all Dandie Dinmont Terriers between the ages of six months and eighteen (18) months. The Sweepstakes connected with each National Specialty will be held on the day of the Specialty preceding the judging of the regular

1.) The entry fee is the same as the second entry fee for the same dog at the All-Breed Show or 65% of the first entry fee at an Independent Specialty.
2.) Entries will be made at the same time and on the same entry form as the regular classes, indicating in the space for “Additional Classes” the entry in the Sweepstakes including age division.
3.) All entries in the Sweepstakes must be entered in a Regular Class at the regular fee.
4.) No Champion of Record or dog entered for Best of Breed competition on the day of the National Specialty may compete in the Sweepstakes.
5.) Classification: Classes will be divided by age and sex.

Puppy dogs and bitches, 6 months and under 9 months. Puppy dogs and bitches, 9 months and under 12 months. Junior dogs and bitches, 12 months and under 15 months. Junior dogs and bitches, 15 months and under 18 months.

There will be competition between the class winners and for Best in Sweepstakes and Best of Opposite Sex in Sweepstakes. 6.) Prize Money: Prize money will be divided as follows:
First Prize – 40% Second Prize – 30% Third Prize – 20% Fourth Prize – 10%

Prize money should be split regardless of the number entered in the class.

7.) Professional Handlers may only show a dog in Puppy Sweepstakes that they own or co-own.

Veteran Sweepstakes
The Dandie Dinmont Terrier Club of America, Inc. Veteran Sweepstakes is open to all Dandie Dinmont Terriers seven (7) years of age and older. The Sweepstakes connected with each National Specialty will be held on the day of the Specialty preceding the judging of the regular classes.

1.) The entry fee is the same as the second entry fee for the same dog at the All-Breed Show or 65% of the first entry fee at an Independent Specialty.
2.) Entries will be made at the same time and on the same entry form as the regular classes, indicating in the space for “Additional Classes” the entry in the Sweepstakes including age division.

The DDTCA will consider the Obedience and Rally classes at the corresponding All-Breed or Group Show the Obedience and Rally trials for the DDTCA National Specialty. DDTCA will offer an award for Highest Scoring Dandie in Obedience and Highest Scoring Dandie in Rally at the obedience and rally classes at the corresponding All-Breed or Groups show if held.

DEDICATED NATIONAL SPECIALTIES:
For the National Specialty to be dedicated to any person, there must be approval of the Board of Governors.
